Leadership Team


President, CEO

David Fair is the founder of 02 Business and Manufacturing Solutions, LLC, a consulting firm that helps small and medium size businesses reach their full potential through strategic planning, management and leadership counseling.

His forty year career has been exclusively in manufacturing with diverse assignments in operations; R&D/Process Technology; engineering; sales; plant and business management for Fortune l 00 firms, family owned businesses and his own ventures. Recognized as a leader and team builder, Fair has directed all aspects of a business – operations; staff and organizational development; finance. He has worked in a wide range of industries including chemicals, metals, electronics, materials testing and biotechnology. This experience includes both domestic and international activities.

As a principal with The Callidus Group, a certified mentor with SCORE and an Executive-in-Residence with PowerLink, David has helped guide entrepreneurs through both the start-up and the early growth phases of their ventures. Fair is an active board member for Propel Schools Foundation and Valley Care Association, a division of Lutheran Senior Life.

David has a B.S. in chemical engineering from Lehigh University and an M.S. in management from National Louis University. He is also is a certified facilitator for the Ewing Marion Kauffman Foundation’s FastTrac® entrepreneurial education program. He holds 10 U.S. and foreign patents.



Director, Finance

Sharon joined SMC Business Councils in 1998 as an Accounting Representative. She now serves as the Director of the accounting staff. Her responsibilities include all aspects of accounting for SMC Business Councils, SMC Benefits Trust and the SMC Insurance Agency. Sharon designs, implements and maintains various computer databases to analyze SMC Insurance Agency’s commission data.

Sharon was previously employed at Thrift Drug Inc., a subdivision of JCPenney, Inc., for 18 years as an Information Analyst. She received her Associates in Accounting from Boyce Community College.



Director, SMC Insurance Agency

SMC Insurance Agency welcomed Alicia in 2010. She has more than a decade of experience in the insurance industry, specializing in Group Benefits. Alicia began her career at Cable & Associates Insurance Agency and most recently worked at Duncan Insurance Group prior to joining our agency.

Alicia oversees all agency operations, sales and customer support.

Western Region Staff



Director, Government Relations

Eileen joined SMC Business Councils in 2004 to support their legislative agenda aimed at health care cost containment and preserving job-based insurance coverage. In 2005, she volunteered to help launch SMC’s Government Advocacy fundraising pilot project. She went on to consult with SMC in public affairs, and in January 2006, founded the Voice of Small Business Coalition, a grass roots organization formed to advocate for affordable health insurance for small businesses. In 2007, Eileen joined SMC as the Government Relations Manager, where she continues to lead grassroots lobbying efforts.

Eileen attended the University of Cincinnati, College of Design, Architecture & Art, The Kansas City Art Institute, and has an Associate’s degree in Marketing Management from Community College of Allegheny County.


Director, Human Resources

Denise has joined SMC as the HR Director with 20+ years of progressive Human Resource experiences in all facets of the HR industry. She is available to partner and collaborate with members on the full complement of human resource matters and concerns to help businesses maintain compliance and function more effectively through strong people management.

Denise has worked with manufacturing entities as well as with the utility and the service industries, bringing a diverse and broad scope background to work with our members and partners. She is a graduate of Penn State University and holds a Master’s degree from Duquesne University.

Account Manager

Jessica joined SMC in 2016 as an Account Manager. She is responsible for retaining our clients, helping with their day-to-day service needs, as well as seeking new business.

Prior to SMC, Jessica spent over 7 years as an Account Manager at UPMC. Before moving to Pittsburgh, Jessica worked at Anthem, Inc. in Ohio for 9 years as an Account Manager, among other various roles.

She is a graduate of Youngstown State University with a Bachelor’s degree in Marketing/Advertising/Public Relations.



Industrial Outreach Manager

Stacey has excellent experience in the industrial and manufacturing space. In her prior role as Director of Operations at Buy Pittsburgh First, she brings a variety of experience to the job including new and existing client relationships, execution of the sales and marketing efforts and coordination of events.

Since the acquisition of Buy Pittsburgh First by SMC Business Councils, she not only continues to support the Buy Pittsburgh First efforts, but also focuses on the manufacturing community within the SMC membership. She is responsible for developing relationships with manufacturers, identifying areas of interest, and then incorporating the appropriate programming.

Stacey earned her BA from Pennsylvania State University.

Marketing and Communications

Kim Flowers joined SMC in 1986 on a temporary assignment as a bookkeeper and receptionist. Her interest with the organization led her to a permanent position and a 28 year career with SMC, earning her the title of SMC’s longest-serving employee. Kim’s involvement with SMC expanded into many areas including graphic design, marketing and communications, corporate event planning, business development and membership recruitment and retention. Kim has served as the staff liaison to the Marketing and Communications Committee, Special Events, Ambassadors and the Benefits Committees, and actively participated on other association committees including Education, Manufacturing, Membership Retention and the Long Range Steering Committee.

Kim’s particular interest with graphic design and her mastery of various design programs, led SMC to utilize modern technology-based software tools, which progressively advanced the association’s marketing efforts.

With Kim’s years of non-profit experience and computer knowledge, she currently supports the Accounting, Membership, Special Events and Marketing and Communications Departments.



Membership and Business Development Manager

Chris Heck joined SMC Business Councils in 2013 as the Membership and Business Development Manager. He is responsible for developing new sponsorship partnerships with area businesses and increasing membership in SMC. Chris has more than a decade of association experience, including experience at the Pittsburgh Technology Council with sales and business development.

Chris also served Pittsburgh’s corporate community as the Business Development and Marketing Manager with K&L Gates and in relationship management and business development with Fifth Third Bank. As an advocate for entrepreneurship in our region, he has held both the Director and Chair positions with the Enterprise Forum Pittsburgh and continues to be an active member in the group’s corporate community.



Account Manager

Dan joined SMC in 2015. As an Account Manager, he is responsible for providing customer support for our clients, as well as seeking new business.

Prior to SMC, Dan spent nine years as an Account Manager at UPMC, and over four years as a Supervisor in Claims & Customer Service at UPMC. Prior to then he worked at Highmark as a Dedicated Customer Service Rep.
Dan has over 15 years of experience in the Health Insurance Industry.

Account Specialist II

Carrie Bednarski joined the SMC staff in December of 2016 as an Account Specialist II. Carrie is responsible for supporting the account management and sales team in the Western Region office. Carrie has more than 10 years of experience in the insurance industry, specializing in group benefits.

She is a graduate of Bethany College with a Bachelor of Arts degree in Communications.

Regional Manager

Heather provides leadership and management in our central office.  She works with the Central team to develop, enhance and maintain client relationships within SMC Insurance Agency and SMC Business Councils.

Prior to joining SMC Insurance Agency in 2006, she was a Benefits Consultant for a Canadian consulting and outsourcing company located in Harrisburg. She brings over 15 years of successful experience in group employee benefits, account management and carrier relationships.  Heather holds a Pennsylvania insurance license in Accident and Health, Life and Fixed Annuities and is Marketplace certified.

Client Specialist

Ashley Seibert joined the SMC staff in July of 2016 as a Client Specialist. Ashley is responsible for supporting the account management and sales team in the Central Region office. Ashley also provides administrative support to both the Central and Western regional offices.
